NCHD Motions 2017 Saturday 22nd April 9.30am

1. The IMO calls on the HSE to fund all mandatory training courses in full up front.

2. The IMO calls on the HSE to increase its refund list to include all exams and courses necessary for training and provide full refunds for NCHDs undertaking them.

The IMO calls on the HSE to provide full refunds for all exams and courses for training as recommended by the training bodies for NCHDs undertaking them.

3. The IMO calls on the HSE and Department of Health to ensure that the Public Sector Pay Commission and Government advise increasing NCHD pay taking into account the increasing pressures on recruitment and retention.

4. The IMO calls on the HSE to ensure that the NCHD Contract is properly and fully implemented across all sites, particularly in regard to ensuring that all leave entitlements (parental, sick leave etc) are continuous considering the transitory nature of NCHDs within the HSE run, HSE funded and private hospitals.

Amendment

The IMO calls on the HSE to ensure that the NCHD Contract is properly and fully implemented across all sites, particularly with regard to ensuring that all leave entitlements (parental, sick, annual and study leave etc) are continuous throughout NCHD employment considering the transitory nature of NCHDs within the HSE run, HSE funded, private hospitals and other institutions.

5. The IMO support the HSE in its implementation of the National Electronic Health Record but urge that NCHDs, as end users be involved in the planning and implementation.  We also urge that universal uptake in all public hospitals be expedited.

6. The IMO calls on the HSE to implement a clock in system in all hospitals.

8. The IMO calls on the Minister for Health to push for passage of the amendment to the Medical Practitioners Act (part of Health (Miscellaneous Provisions) (No 2) Bill) to allow for all NCHDs entitled to practice medicine in Ireland to be entitled to enter post graduate training in Ireland.

9. The IMO calls on the HSE to carry out an audit on the implementation of the Task Transfer in order to ascertain if this has led to changes in practice.
