UPDATE FOR IMO MEMBERS ON WORK STOPPAGE 14th OCTOBER
UPDATE FOR IMO MEMBERS ON WORK STOPPAGE 14th OCTOBER
PUBLIC SERVICE WIDE WORK STOPPAGE IS PROCEEDING
Public Service Unions have decided there is no basis to enter talks with Government given the fact that there has been no change in the Government’s previously stated position.
HSE CANCELLATIONS
HSE began cancelling elective care, outpatients and non urgent services on 9th October.
IMO WORK STOPPAGE 14th OCTOBER FROM START OF SHIFT TO 5pm
NCHDs:
- Agreed derogation for equivalent of Sunday Rotas levels of staffing only with exception for specific derogations listed below
- There can only be ONE NCHD ROTA which provides for staffing levels equivalent to Sunday staffing – Sites are not permitted to operate a rota for those participating in work stoppage alongside a normal rota. Normal rotas are NOT in operation on 14th October. Management should NOT ask NCHDs to give their IMO membership status. Following further discussions and engagement by the IMO, the HSE has confirmed this position.
Consultants:
- Attend on site during work stoppage in line with current rota but will only undertake work associated with the management and care of patients with exception for specific derogations listed below.
PMOs, SMOs and COPs
- Do not attend work on day of stoppage.
- PMOs to remain contactable by management for emergency.
DEROGATIONS
The areas below will be staffed as normal, and doctors working in these services will not be operating on a Sunday rota.
· Palliative/End of Life Care
· Cancer/Haematology Care
· Dialysis & Transplant
· Maternity Services – Sunday level of staffing plus 1
· Sexual Assault Treatment Unit – continue on normal arrangements
· Addiction Services – minimum staffing necessary to provide service
In respect of all time critical medical and surgical care it is envisaged that the level of staffing being provided by the IMO will cover such services and in the event of an emergency situation additional staffing will be available.
Derogations are agreed nationally between the IMO and HSE and there should be no local arrangements.
WHAT TO DO ON 14th OCTOBER
- If you are rostered to work on the Work Stoppage Rota (Sunday Rota for NCHDs and Normal Rota for Consultants) attend for work as normal.
- If you are not rostered to work you should attend the Picket for part of the day and support colleagues.
- If you are rostered to work and have time please show your support to those on the picket line.
- Be contactable to be called in to work in the event of an emergency –doctors will be contacted by the hospital in the normal way should such an event arise.
- Those on the night shift just before or just after the work stoppage will not be impacted during the work stoppage on 14th October.
- Those approved for annual leave/study leave on Oct 14th do not need to cancel this leave.
PICKET LINES
- Pickets are an important part of the Work Stoppage Day.
- IMO NCHD Leads will be running pickets at all Model 4 and Model 3 sites and are managing rotas for the picket line through the hospital whats app groups – if you do not know your nchd lead contact nchds@imo.ie.
- IMO material (placards and flags) is being distributed to all locations and the IMO NCHD Lead will distribute it on the day.
- If there is no IMO picket line at your location you should attend the one at your nearest location which in most cases will be your nearest hospital. For those who are a distance from hospitals you can attend at the general picket at your work location but there will be no IMO picket material there.
STRIKE COMMITTEES
IMO strike committees are in place around the country and will be available to management in terms of dealing with emergencies on the day.
