Ms Ingrid Miley, is a Barrister and former Industry and Employment Correspondent for RTÉ News
Panel Discussion Moderator
Ms. Ingrid Miley spent most of her career employed as a journalist for RTÉ, the public service broadcaster of the Republic of Ireland. From 2002 until her retirement in 2021, she held the specialist position of Industry and Employment Correspondent for RTÉ News. In this capacity she covered issues related to employment and the economy ranging from public service pay negotiations, strikes, redundancies, interaction with social welfare issues, and the implications of the recent shift to remote working during the pandemic. She delivered coverage across multiple media strands, including television and radio news, the RTÉ website and social media.
Since her retirement from RTÉ, Ms. Miley has been practicing as a barrister with a specialist interest in employment law. She holds an Honours degree in French and German Language and Literature from Trinity College Dublin, a Master’s degree in French Translation and Linguistics from the University of New Brunswick in Canada, and a Barrister at Law Degree from the Kings Inns in Dublin.

Ms Danielle Jefferies, Senior Policy Analyst, The King’s Fund
Danielle is an analyst in the policy team and works with data from across the health and social care landscape. She has a particular interest in health inequalities.
Before joining the Fund, Danielle worked at a management consulting company specialising in health care. She has worked on several transformational projects in NHS hospitals and ambulance services in England, which included quantitative analysis as well as on-the-ground change management.
Prof Matthew Sadlier, Consultant in Old Age Psychiatry and Incoming IMO President
Professor Matthew Sadlier, is a Consultant in Old Age Psychiatry and incoming President of the IMO.
Professor Sadlier is a graduate of UCD and after completing training in General Practice training, he went on to complete higher specialist training in both General Adult Psychiatry and Psychiatry of Old Age. He is currently Associate Clinical Professor and Clinical Director of General Adult and Old Age Psychiatry in Dublin North City.
Professor Sadlier a former president (2013-2014) of the Irish Medical Organisation and current Chair of the IMO Consultant Committee.
Dr Austin Byrne, GP Tramore
Dr Austin Byrne is a partner in Tramore Medical Clinic, a 7 doctor GP practice in Tramore, Co Waterford. He is a member of the IMO GP committee. Originally from Dublin, he graduated from Trinity College Dublin in 2003. He completed his medical membership exams in 2006 and graduated from the South East GP training programme in 2010. He is a GP Trainer on the South East GP Training Scheme.

Séamus Boland, Detective Chief Superintendent, Head of the Garda National Drugs & Organised Crime Bureau (GNDOCB)
Séamus Boland commenced his career in An Garda Síochána, Ireland’s National Police and Security Service, in 1989 and has 37 years policing experience, practically all of which was dedicated to the investigation of serious crime.
Mr Boland is head of the Garda National Drugs & Organised Crime Bureau (GNDOCB) which is the national bureau tasked with the investigation of organised crime groups, disrupting their activities and preventing, investigating and prosecuting a wide range of organised crimes, including threat to life, murder, drug trafficking, firearms offences, armed robberies, money laundering and property crime. GNDOCB also lead the coordination of strategic actions under the Governments National Drugs and Alcohol Strategy, for An Garda Síochána.
Mr Boland has also previously held the position of head of bureau at the Garda National Immigration Bureau (GNIB) and a senior role at the Criminal Assets Bureau (CAB). From 2020 to 2021, Mr Boland served on the Management Board of Frontex (European Border and Coast Guard Agency), and in 2024 he was appointed to the Executive Board of the Maritime Analysis Operations Centre - Narcotics (MAOCN), which provides a forum for multi-lateral cooperation, to tackle illicit drug trafficking by sea and air.
He has represented An Garda Síochána at the Citizens Assembly on Drugs in 2024 and appeared before the Oireachtas Committee on Drug Use during 2024 and 2026.
Mr Eddie Mullins, CEO Merchants Quay Ireland
Eddie Mullins was employed by the Irish Prison Service (IPS) for over 32 years, during which time he acquired a deep understanding of the challenges faced by many people living on the margins of society.
During his time with the IPS, Eddie held a number of senior management positions culminating in the position of Governor of Mountjoy, Midlands and Wheatfield prisons, independent Chair of the Clondalkin Policing Forum and Board member of both Clondalkin Drug and Alcohol Task Force and PACE. In May 2023, Minister for Justice Simon Harris announced Eddie’s appointment as the new Chair of the Dublin North Inner City Local Community Safety Partnership (LCSP).
Eddie took up the role of CEO of MQI at the end of August 2023 and is working to build on the success of Merchants Quay to date, to expand and collaborate further with all current and potential stakeholders and to continue to support the most vulnerable people in society as they navigate through the complexities associated with addiction, homelessness, and poor health.
Niamh O’Brien, GP, Mervue Galway and HSE Drug Addiction Services
Dr Niamh O’Brien is a GP with her own practice in Galway city, Galway Family Doctors, established in 2013. She also works for the HSE-West Drug service, co-located with her practice in Mervue Health Centre where she provides treatment to patients with opiate dependence disorder and other addiction issues. She lives in Spiddal with her husband Cuan MacConnell and their three daughters; Orla, Lucy and Annie.
After completing the GP Specialist Training Programme in 2009, Niamh held a number of clinical GP positions in Galway city and Clifden, and a research position in the discipline of General Practice in NUI Galway with a focus on cardiovascular multimorbidity. Niamh worked at Jigsaw in Galway until 2015, as a GP with a special interest in youth mental health.
Dr O’Brien has combined supporting the development of the practice in Mervue with significant outreach work to patients who face difficulties in accessing health services. Her practice is part of Deep End Ireland, a network of GP practices whose work is weighted towards socioeconomic disadvantage. Niamh was the recipient of the Fiona Bradley award in 2023 and the GP Buddy GP of the Year in 2025.

Dr Alina Fatima, SHO, Mater Hospital
Dr Alina Fatima is a Psychiatry BST trainee currently working as a Registrar with the Programme for the Homeless. She graduated in Pakistan and moved to Ireland four years ago. In her current role, she works with vulnerable and socially excluded patients, and is particularly interested in cultural differences in healthcare and doctor wellbeing, especially for international doctors working in Ireland.
Dr Mohamed Elbadri, IMG Rural GP programme
Dr Mohamed Elbadri is a General Practitioner currently working in MyCork GP in Cork City. He graduated from Ukraine and worked as a GP in Sudan for over 10 years before moving to Ireland. He initially worked in a GP practice supporting Ukrainian patients and later joined the ICGP International Medical Graduate Rural GP Programme. He has recently successfully completed the programme and is now progressing towards specialist registration. His professional interests include primary care development, medical education, and supporting the integration of international doctors into the Irish healthcare system.
Dr Nallasegarampillai Muthalvan, SPR, Lourdes Hospital, Drogheda
Dr Nallasegarampillai Muthalvan is a third year SpR in Emergency Medicine at Our Lady of Lourdes Hospital in Drogheda. He is a Member and Fellow of the Royal College of Emergency Medicine and has completed a Diploma in Healthcare Simulation and Patient Safety at the National University of Ireland, Galway.

Prof David Robert Grimes, Institute of Population Health, Trinity College Dublin,
David is a scientist, broadcaster, and author. He is an expert in the public understanding of medical science, and has contributed to outlets including the Guardian, Scientific American, The New York Times, BBC, Financial Times, Sunday Business Post, Irish Times, and more besides. He appears frequently in the news media on topics and his research focuses on public understanding of science, medical disinformation, research integrity, and mathematical modelling. He was joint recipient of the 2014 Nature/Sense about Science John Maddox Prize for standing up for science and is a fellow of the Committee for Skeptical Inquiry. He is the author of “The Irrational Ape – Why we fall for disinformation, conspiracy theory, and propaganda” (S&S, 2019).

Mr Mick Moran – CEO, Irish Internet Hotline
Mr Mick Moran, was appointed CEO of Irish Internet Hotline in 2024¸Ireland’s foremost service dedicated to combatting illegal online content, including child sexual abuse material (CSAM), intimate image abuse, and other forms of online exploitation.
Mr Moran has extensive experience in the fight against online child exploitation, with over 20 years in the Garda Síochana where he specialised in investigating crimes against children in both national and international contexts. He was seconded to INTERPOL as Assistant Director for the Vulnerable Communities sub-directorate and where he built and managed teams dealing with crimes against children and human trafficking. Moran has worked as the Garda Liaison Officer to the Irish Embassy in Paris and Garda HQ in the Phoenix Park, Dublin and lectures in University College Dublin - providing knowledge on cybercrime, forensic computing and child exploitation.
In December 2025, he joined the board of INHOPE—the global network of hotlines—to help strengthen international cooperation against illegal content.

Damien McCallion, HSE Chief Technology and Transformation Officer and Deputy CEO
Damien McCallion is the HSE’s Chief Technology and Transformation Officer with responsibility for technology, information security, data governance and digital development. Damien is the HSE Director for the Sláintecare Programme, overseeing the HSE’s medium to long term transformation programmes. Damien is also the lead for the HSE’s Organisational Change Unit, overseeing reform and transformation in the HSE. Damien is also Deputy CEO of the HSE.
Damien was the HSE’s Chief Operations Officer from mid 2022 to June 2024, responsible for oversight of day-to-day health and social care operations in the HSE and over 100,000 staff.
He took on a lead role in the COVID-19 pandemic response as the head of the successful Vaccination and Test &Trace programmes, a key part of the nation’s public health response to the pandemic. He held a variety of roles prior to this within the HSE, from Screening Services, Head of the National Ambulance Service, Head of ICT, National Director for Emergency Management and Special Delivery Unit, and an Area Manager for Health Services in the North West. He has also had a lead role in cross border health programmes, as Chair and Director General of CAWT, and the organisation Safefood as Deputy Chair, for a number of years.
Prior to working in the Health Service he worked for ten years in the airline industry. Damien originally qualified from Letterkenny IT in computing and subsequently completed an MSC in Innovation Management from University of Ulster and Letterkenny IT.

With a background as a business strategist, she changed careers after completing an MSc in Psychology to child advocacy, focusing on promoting safe and healthy digital environments for young people. Arabella works at the intersection of policy, education, and technology, guiding initiatives that protect children’s wellbeing online while supporting families, educators, and policymakers.
Her expertise includes developing strategic frameworks, awareness campaigns, and policy recommendations to ensure safer screen use. Through her leadership and advocacy, Arabella continues to influence national and international conversations about digital safety, child development, and responsible technology use, helping to create healthier digital experiences for children and adolescents

Fran is a Qualified Financial, Retirement Planning, and Special Investment Adviser with over 25 years of experience in the financial services sector. He joined IMO Financial Services more than a decade ago and currently leads the advisory team. In addition, he oversees the financial needs of IMO members, including pension planning, retirement solutions, investment opportunities and protection.
