Public and Community Health Doctors Meeting
Saturday 26th April 10am – 11am
1. As part of the vision for the future, the Principal Medical Officer group advocate that the Community Medical Services be aligned to an integrated Managed Clinical and Academic Network (MCAN) of care in their respective RHAs. Given that much of the clinical workload of the CMD workforce is dedicated to the delivery of child health clinics then the most relevant MCAN would be that of the Women’s and Children’s (W&C) directorate. However, since children make up 25% of our population and 100% of its future and given also that most child health/paediatric care takes place at Community level the CMD group advocate for a move to have a unique, standalone children’s services MCAN of care.

2. This meeting condemns the ongoing the failure of the HSE to address the terms and conditions of Senior Medical Officers and Principal Medical Officers and calls on the HSE and Department of Health to seriously engage with the IMO to address the pay and conditions of SMOs to bring them in line with comparable colleagues.

3. In light of the significant level of vacancy within both Public Health and Community Health, which is up to 20% this meeting calls on the HSE to urgently review the staffing levels within both Community Health Departments and Public Health Regions and to prioritise recruitment to allow for the continued delivery of vital work in child development, vaccination and health protection among other key areas.

4. In line with the recommendations of the final report of the Working group on the Coordination of Enhanced Transport and Mobility Support Options for People with Disabilities this meeting calls for the replacement of the current Disabled Drives and Disabled Passengers Scheme by a new system which meets the needs of disabled drivers and passengers.

6. This meeting calls on the HSE to introduce greater flexibility into the Pay and Numbers strategy, to allow for recruitment of Senior Medical Officers as well as multi-disciplinary teams in Public Health to ensure all domains can be fully functional as envisaged under the IMO and HSE, Department of Health agreement on Public Health Reform.
