1. The IMO calls on the Minister for Health and the HSE to cease the practice of presenting competing targets to hospitals that include demands for reduced expenditure and containment of activity while insisting on reducing waiting lists.

5. The IMO recognised the significant advances in clinical leadership represented by the clinical programmes and calls on the Minister for Health and the HSE to ensure continued consultant involvement in the strategic direction of clinical services.

The IMO calls on the Department of Health and the HSE to recognise and acknowledge the clinical risk posed by staffing deficits arising from recent retirement initiatives and calls for initiatives to rectify recruitment and retention difficulties in consultant staffing as evidenced by the IMO Consultant Benchmark Study.
