National NCHD Meeting

1. The IMO calls on the HSE to immediately enter negotiations on the NCHD contract, as required by the High Court settlement of 2010.

2. The IMO calls on the HSE to ensure that full pay parity for all Consultants, as provided for under the LRC Agreement of January 2015, is concluded in the forthcoming pay negotiations as part of the review of the Haddington Road Agreement.

3. This meeting calls on the HSE to formally withdraw the circular issued to all hospitals which sought to unilaterally change pay scales on run through training schemes and further calls on the HSE to recognise that any changes must be agreed with the IMO as per the terms of the NCHD Contract.

4. This meeting calls on the Department of Health and the HSE to bring about the speedy implementation of the recommendations of the MacCraith Report so as to address the critical issues around recruitment and retention of Irish trained doctors in our health services.

5. In light of the significant input of the IMO NCHDs into the process, the IMO calls on the HSE and training bodies to immediately commence negotiations with the IMO to implement the MacCraith

recommendations with regard to positive changes in career structure.

6. The IMO calls on the HSE to respond positively to the extensive engagement with the IMO over the last 18 months and restore the living out allowance to New Entrant NCHDs as set out in the NCHD Contract of Employment.

7. The IMO calls on all postgraduate training bodies to abolish application fees for all training schemes.

8. The IMO calls on the HSE to ensure that all NCHDs who are eligible to practice medicine in Ireland should also be able to apply for places on training schemes.

9. The IMO has continued to pressure the HSE to implement the LRC Agreement (2013) on EWTD compliance, including meetings with the Labour Law Unit of the EU Commission, which has led to significant improvements for NCHDs. The IMO NCHD Committee now calls for immediate implementation of the full terms of the Agreement.

10. The HSE must recognise the contribution made by NCHDs in service posts and engage in negotiations with the IMO to provide appropriate contractual arrangements for these doctors.
