Consultants National Meeting Motions

Motions 1 -11

1. The IMO calls on the Minister for Health and the HSE to cease the practice of presenting competing targets to hospitals that include demands for reduced expenditure and containment of activity while insisting on reducing waiting lists.

2. The IMO calls on the Minister for Health and the HSE to ensure that the IMO is represented on any Working Groups/Consultative Forums/Committees where the terms of reference impact on the work of Consultants.

Proposer: IMO Consultant Committee

Amendment: The IMO calls on the Minister for Health and the HSE to ensure that the IMO is represented on any policy formation groups where the terms of reference significantly impact on the work of Consultants.

Status : Amended Motion Carried

3. IMO Consultants call upon the Minister for Health and the HSE to publicly recognise the impossibility of delivering the HSE Service Plan/Budget for acute hospital services.

4. The IMO calls upon the Minister for Health to publicly acknowledge that consultants working in the public service regularly work over and above their contractual commitment in terms of hours as evidenced by the IMO Consultants Benchmark Study.

Amendment: The IMO calls upon the Minister for Health to publicly acknowledge that consultants and their teams working in the public service regularly work over and above their contractual commitment in terms of hours worked.

Status : Amended Motion Carried

5. The IMO recognised the significant advances in clinical leadership represented by the clinical programmes and calls on the Minister for Health and the HSE to ensure continued consultant involvement in the strategic direction of clinical services.

6. The IMO calls upon the Minister for Health to recognise and appropriately resource the critical training function of consultants.

Amendment: The IMO calls upon the Minister for Health, Medical Council and the METR to recognise value and appropriately resource the critical teaching and training role that Consultants fufil in both the undergraudate and post graduate training function.

7. The IMO calls on the Department of Health and the HSE to recognise and acknowledge the clinical risk posed by staffing deficits arising from recent retirement initiatives and calls for initiatives to rectify recruitment and retention difficulties in consultant staffing as evidenced by the IMO Consultant Benchmark Study.

8. The IMO calls upon the Minister for Health and the HSE to ensure deficits in core clerical support for consultants is rectified as a matter of urgency.

Proposer: IMO Consultants Committee

Amendment: The IMO calls upon the Minister for Health and the HSE to acknowledge and understand the importance of clerical support for Consultants in the delivery of patient care and ensure deficits are rectified as a matter of urgency.

9. The IMO calls on the Department of Health to guarantee that the Consultant with whom the NCHD(s) will be working, will have a position on the Interview Board.

10. This meeting supports the IMO and the Consultant Committee in the development of a policy position on the topic of Measurement.

11. This meeting supports the IMO and the Consultant Committee in highlighting the critical shortage of consultants in a wide range of specialities and the consequential impact on the health of the population.

Proposer: IMO Consultant Committee

Amendement: This meeting supports the IMO and the Consultant Committee in highlighting the critical shortage of consultants in a wide range of specialities and the consequential impact on the health of the population and asks that the Minister ensure the publication of statistical data similar to that published by Comhairle ns nOspidéal on an annual basis.
