Incremental Credit Update for New Entrant Consultants
The incremental credit committee established under the recently concluded agreement on New Entrant Consultant Pay held its first meeting on 11 February 2015. The committee is due to meet again on 23 February 2015. IMO members are advised to hold off until the policy document of the committee is issued before submitting details of experience/ qualification to gain incremental credit.
Under the agreement relevant service post-certification of satisfactory completion of specialist training (CSCST) and qualifications both pre and post CSCST are considered for the purposes of placement on a revised pay scale. Incremental credit may be available up to the 6th point of the newly agreed salary scales.
The incremental credit committee was established and met to consider:

Developing a framework for the application of incremental credit which takes account of relevant and appropriate service.

In addition to the Framework, to set the policy and determine how incremental credit is recognised in such exceptional cases as arise.

Assessing the relevance for recognition of service / experience/ training / (post CSCST) qualifications (pre and post CSCST)
The following criteria, inter alia, will be used when determining how incremental credit may be applied:

Time spent as a Consultant in the Irish public health service (in permanent, non-permanent or agency employment);

Time spent as a Consultant-equivalent (in permanent or non-permanent employment) in another jurisdiction;

Post-CSCST training / experience relevant to the post the Consultant is applying for (which could include management experience).
The Committee is chaired by the Director, HSE National Doctors Training and Planning Unit Prof Eilish Mc Govern and also includes Mr Andrew Condon HSE Human Resources, Prof Sean Tierney and Prof Des Kearney from the Forum of Irish Post Graduate Medical Training Bodies, Prof Trevor Duffy and Mr Eric Young from IMO, Ms Lara Hynes representative of the Department of Health.
The medically-qualified members of the committee will determine the application of incremental credit to experience, service and qualifications.
The Committee’s decision may be appealed under the Grievance and Disputes procedure set out in Consultant Contract 2008.
